BEIJING - China allocated 89.34 billion yuan ($14.41 billion) for foreign assistance from 2010 to 2012, in the forms of grant, interest-free loan and concessional loan, said a white paper on China's foreign aid released Thursday.
北京消息，据周四公布的《中国的对外援助》白皮书介绍，2010年至2012年，中国对外援助金额为893．4亿元人民币。对外援助资金包括无偿援助、无息贷款和优惠贷款三种方式。

foreign assistance是对外援助；interest-free loan是无息贷款；concessional loan是优惠贷款。
据国务院新闻办公室10日发表的《中国的对外援助（2014）》白皮书（white paper）介绍，三年中，中国对外提供无偿援助323．2亿元人民币，占（account for）对外援助总额（total assistance volume）的36．2%。无偿援助重点用于帮助受援国（recipient countries）建设中小型社会福利项目（build small or medium-sized social welfare projects）以及实施人力资源开发合作（human resources development cooperation）、技术合作（technical cooperation）、物资援助（material assistanc）和紧急人道主义援助（emergency humanitarian aid）等。
无息贷款主要用于帮助受援国建设社会公共设施（construct public facilities）和民生项目（launch projects to improve people's livelihood）。三年中，中国对外提供无息贷款72．6亿元人民币，占（take up）对外援助总额的8．1％。
优惠贷款主要用于帮助受援国建设有经济社会效益的生产型项目（undertake manufacturing projects）、大中型基础设施项目（large and medium-sized infrastructure projects），提供较大型成套设备（complete plants）、机电产品（machinery and electronic products）等。三年中，中国对外提供优惠贷款497．6亿元人民币，占对外援助总额的55．7％。
为促进实现千年发展目标（Millennium Development Goals），中国对外援助资金（assisting funds）更多地投向低收入发展中国家（low-income developing countries）。
白皮书说，中国提供对外援助，坚持不附带任何政治条件（political conditions），不干涉受援国内政（internal affairs），充分尊重受援国自主选择发展道路和模式（independently choosing their own paths and models of development）的权利。
