据《京华时报》报道，中国首都北京市副市长陈刚表示，北京将对建筑尺度、风格、色彩、材料等基本方面进行必要的规定。

【讲解】

building ordinances是建筑条例。
针对近几年越来越多的“怪建筑（weird buildings）”，陈刚表示，一定要充分发挥城市设计（urban design）的指导作用（play a guiding role），进一步细化建筑设计的规范要求（specify the standards of buildings），提高建筑设计水平（improve their design level）。
下一步要注重城市公共空间的设计（pay attention to the design of public areas），为城市风貌（cityscape）和人居环境创造适合居住的场所（habitable spaces）。明确城市设计分区管理的原则（the principle of partition management），使北京既保持历史文化名城（historical city）的整体风貌，又体现国际城市（international city）的当代精神（modern spirit）和地域特色（local characteristics）。
北京在2000年曾发通知，规定建筑外观（exteriors）颜色的基色调（primary hue）以灰色调（gray）为主，以创造稳重、大气、素雅、和谐的城市环境（urban environment）。
业内人士（insider）表示，目前有越来越多的建筑过于强调外观（overemphasize appearance）而忽略了使用功能（ignore function），北京市政府对建筑设计进行规范要求是好事，但同时他们担心新规定会束缚建筑师的艺术想象力（stifle the artistic imagination of architects）。
