俄罗斯威胁限制西方汽车和服装进口

Russia threatened to escalate a growing trade dispute between the Kremlin and the EU, saying it could cap western car and clothing imports.
The fresh warning came as EU diplomats ended a week-long deadlock on Thursday over a new round of sanctions against the Kremlin, and agreed to trigger measures to block Russia’s largest state-owned oil companies from raising money on European capital markets.
The latest batch of EU sanctions, which will also bar European energy services companies from working on any advanced oil exploration projects in Russia, were agreed following revelations by Nato that Russian troops had moved into east Ukraine in August.
But the signing of a ceasefire between the Russian-backed fighters and President Petro Poroshenko’s government in Kiev led some EU countries to raise concerns about whether to delay the introduction of tough new sanctions.
The measures were due to go into effect at the start of the week, but several EU countries balked, arguing they needed more time to assess whether the Kiev-brokered ceasefire would take hold.
Diplomats said the decision by EU ambassadors to press ahead came after Herman Van Rompuy, the European Council president, held a conference call on Thursday with the leaders of the four European countries in the Group of Seven leading industrialised nations – Germany’s Angela Merkel, France’s François Hollande, Britain’s David Cameron and Italy’s Matteo Renzi – to finalise the measures.
Under the agreement, EU diplomats will review sanctions against Russia by the end of the month, and tasked the European Commission to offer options for amending, suspending or repealing them. Any suspension of the current measures would need the unanimous backing of all 28 EU members.
“We have always stressed the reversibility and scalability of our restrictive measures,” said Mr Van Rompuy.
The US confirmed on Thursday that it would follow the EU and also enforce tougher sanctions on Russia’s financial, energy and defence sectors.
Speaking after the EU announcement, Vladimir Chizhov, Russia’s permanent representative to the EU, told Russian newswires: “Russia has no other choice but to go for certain countermeasures.”
He called the new western sanctions “illogical”, citing the recently agreed ceasefire that has significantly reduced the fighting, though not put a stop to it completely.

周四,美国确认将紧随欧盟,加大对俄罗斯金融、能源及防务产业的制裁力度。
在欧盟宣布这一消息后的讲话中,俄罗斯驻欧盟永久代表弗拉基米尔•奇若夫(Vladimir Chizhov)告诉俄罗斯通讯社:“俄罗斯别无选择,只能采取相应反制措施。”
他称西方的新一轮制裁“毫无道理”,并提到新近达成的停火已令双方的交火大幅减少——尽管并未完全停止。
俄罗斯总统弗拉基米尔•普京(Vladimir Putin)首席经济顾问安德烈•别洛索夫(Andrei Belousov)周四表示,俄罗斯已经做好了反制欧盟的准备,反制措施可能会将目前对欧盟食品制造商的制裁扩大,将包含欧洲汽车制造商及服装制作商。
别洛索夫是在欧盟宣布制裁协议前发表这番讲话的。他说,他相信俄罗斯经济部已经确定了制裁商品的具体清单。
俄罗斯总理德米特里•梅德韦杰夫(Dmitry Medvedev)也曾警告说,俄罗斯政府一直在考虑禁止欧盟飞机从俄罗斯领空飞过。目前,在欧洲和亚洲之间的一条繁忙航线要飞经俄罗斯领空。
